Major changes:

• Added difficulty settings! The difficulty settings change starting resources, the thresholds for various actions, and the effect of supporting certain policies and party discipline and inter-party relations.
• Increased the number of cards for normal mode to 5, and add a pinned Shuffle Leadership card for the SR and Mensheviks.
• An all-socialist government can be formed after the July Days (if you support this policy and are Menshevik or SR)
• New achievements: Constituent Assembly (hold the CA elections on Normal as a non-Bolshevik), A Free Russia (hold the CA elections on Hard as a non-Bolshevik), Martov’s Dream (as the Mensheviks, sign a peace, form an all-socialist coalition, and hold the CA elections)
• Shuffling cabinet is an advisor action for Prime Minister advisors.
