Day 2 update: v0.2 - bugfixing, new events

• Fixed bugs in a whole bunch of events, including in the presidential election.
• Added events: Harzburg Front, Brüning welfare cuts, “The Hunger Chancellor”, “Centrist leaders resign”.
• Higher costs for increasing Reichsbanner/Iron Front militancy past a certain point.
• Caps dues at 5.
• Some balancing changes to various stats.

Still TODO:

• add more advisors and more actions for advisors.
