Bugfixes and stuff...
- Fixed bug where if you never entered government, Brüning would never become chancellor (so it would just stay as Marx all the time), and a lot of the bad events of the Brüning government never happened. This also avoided the punishing results of constantly causing new elections (if support for the republic falls below 45%, the SPD should get punished for it). Now, Brüning will always become chancellor if you don’t enter the government.
- Fixed a bunch of somewhat unlikely cases in the flow of government formation.
