v1.0.1 - Tooltips, bug fixes, advisor actions

Changes:

• Add tooltips to the party abbreviations, factions, and paramilitary names in the sidebar. Hovering over these should show some more information.
• In Shuffle Leadership, potential advisors now show their action set.
• Fixed bug with some graphs not showing before the first election.
• If an advisor action goes to a government/party affairs card, then there is a new option to cancel the action without taking up an advisor action.
